Abstract

The citizen participation process is described through the articulation of Public Libraries as spaces for social transformation from the perspective of social actors excluded from the prevailing neoliberal system in Chile. The development of social movements that have emerged with a principle of identity that promotes joint communities, leading to various heterogeneous to engage under a common purpose that transcends individual interests actors exposed; It is a social process that aims to ensure participation in decisions and actions in education and access to information.
